Wagner Victer is an Engineer, graduated from the Federal University of Rio de Janeiro (UFRJ), and holds a degree in Business Administration from the State University of Rio de Janeiro (UERJ). He also completed a specialization in Project Management and Evaluation at Harvard University. 
He has been working in the Oil and Energy sector for 40 years and has served as the State Secretary for Energy, Naval Industry and Oil, as well as State Secretary of Education for the State of Rio de Janeiro. 
He was a member of the National Council for Energy Policy (CNPE) and is currently Executive Manager of Structuring Programs at Petrobras, as well as a professor in the postgraduate programs in Oil, Gas, and Energy at Fundação Getulio Vargas (FGV). 
He also served as President of the Water and Sewerage Company of the State of Rio de Janeiro (CEDAE). 
Wagner Victer is a regular columnist for various publications in the fields of Energy, Oil, and Education, and the author of several books on education.
