Dr. Msalli Al Otaibi

Dr. Msalli Alotaibi serves as General Manager of Risk Management and Business Continuity at Saudi Arabia’s Ministry of Energy. His experience includes developing large-scale risk management frameworks, strengthening cross-sector collaboration, and creating strategic value to support energy security and resilience. He brings more than two decades of experience in the energy industry, having held leadership roles spanning research and development, upstream operations, drilling technology, and corporate strategy. His background combines technical expertise with strategic leadership and a comprehensive understanding of the energy sector. Dr. Alotaibi holds a PhD in Petroleum Engineering and has completed an executive leadership program at Harvard Business School. He has also published numerous articles on oil and gas production enhancement and advanced technologies.
